中国赞同联合国加强对朝制裁

China said it is considering additional UN measures to rein in North Korea’s fast advancing nuclear programme, but stopped short of endorsing a draft US proposal to ban oil imports.

中国表示正在考虑进一步的联合国措施以制止朝鲜快速推进的核武计划,但没有支持美国提出的切断朝鲜石油供应的提议。

“Given the new developments on the Kor?ean peninsula, China agrees that the UN Security Council should make a further response and take necessary measures,” Chinese foreign minister Wang Yi said yesterday, without elaborating.

“鉴于半岛局势出现的新变化,中方赞同联合国安理会作出进一步反应,采取必要的举措,”中国外交部长王毅昨日表示,但未详细说明。

The US is calling for new UN sanctions against North Korea, including a ban on oil imports, textile exports and the em?ployment of North Koreans overseas in the wake of its sixth, largest nuclear test at the weekend.

在朝鲜于上周末进行其第六次、也是迄今当量最大的核试验后,美国正在要求联合国对朝鲜施加新的制裁措施,包括禁止朝鲜进口石油、出口纺织品以及输出劳务。

The UN estimates more than 50,000 North Koreans work abroad, many in China and Russia, sending back much-needed foreign currency to Pyongyang.

联合国估计,目前有5万余名朝鲜人在国外工作,其中许多人在中国和俄罗斯,他们向平壤汇回亟需的外汇。

The draft proposal, which is circulating among security council diplomats, marks a renewed effort at diplomacy as the US struggles to use “peaceful pressure” to stem North Korea’s nuclear ambitions. The security council is likely to discuss the proposals on Monday.

正在安理会外交官之间传阅的提议草案标志着,美国再次作出外交努力,竭力想利用“和平压力”来遏制朝鲜的核武野心。安理会很可能在周一讨论这些提议。

“We’re working for a swift adoption of strong new measures to hold North Kor?ea accountable for its actions,” the US mission to the UN spokesperson said.

The US has won support from China and Russia for recent UN sanctions, including a ban on coal, lead and seafood exports last month intended to deprive North Korea of $1bn a year, equivalent to a third of annual revenues, but had stopped short of any effort to ban oil imports or air travel.

对于近期出台的联合国制裁措施,美国争取到了中国和俄罗斯的支持,包括上月禁止朝鲜出口煤炭、铅和海产品,旨在使朝鲜每年减少10亿美元的出口收入,相当于该国年度外汇收入的三分之一,但没有禁止朝鲜进口石油,也没有禁止航空旅行。

“We want a robust further sanctions re?s?olution,” said a security council dipl?omat who backed the plan, urging “ma?x?imum possible pressure” to give di?p?lomacy a chance to end the crisis. “The text on the table would deliver that.”

The US-drafted resolution, seen by the Financial Times, also calls for non-consensual maritime inspections on the high seas as well as an asset freeze on leader Kim Jong Un, his party and the North Korean government.
