印度政治家斥责中国"扩张主义"

Narendra Modi, the Indian opposition leader, has told China to abandon its “expansionist attitude” in a rare foray into foreign policy as his general election campaign gathers pace.

印度反对党领袖纳伦德拉•莫迪(Narendra Modi，见右图)告诉中国应抛弃“扩张主义态度”。随着莫迪加紧展开竞选活动，他在外交政策方面突然发力。

Mr Modi, prime ministerial candidate for the Hindu nationalist Bharatiya Janata party, was portraying himself as an Indian patriot in a weekend speech in the Himalayan border state of Arunachal Pradesh – a territory claimed in its entirety by neighbouring China.

上周末，印度教民族主义的印度人民党(Bharatiya Janata)的总理候选人莫迪在喜马拉雅山麓的边境邦阿鲁纳恰尔邦(Arunachal Pradesh)发表讲话，将自己描绘为一个印度爱国者。邻国中国声称整个阿鲁纳恰尔邦（中国称为藏南——译者注）是中国领土。

“No power on earth can take away even an inch from India,” he told a rally in Pasighat in the far northeast of India. “China should give up its expansionist attitude and adopt a development mindset.” He wore a traditional hat from the local Adi tribe decorated with a hornbill’s giant beak.

莫迪在印度东北边陲巴昔卡(Pasighat)的一个集会上表示：“任何强权都无法从印度夺走哪怕一寸土地。中国应放弃扩张主义态度，转而采取一种发展的心态。”他头戴一顶当地阿迪人的传统样式帽子，上面装饰有一个巨大的犀鸟嘴。

Mr Modi, who has focused until now on his plans to restore economic growth and boost investment and jobs in India, said: “I swear by this land that I will not let this nation be destroyed, I will not let this nation be divided, I will not let this nation bow down.”

此前一直专注于重振印度经济增长、提振投资和就业方面计划的莫迪，在讲话中表示：“我对这片土地发誓，我不会允许这个国家被毁掉，我不会允许这个国家被分裂，我不会允许这个国家低头屈服。”

India’s governing Congress party has in the past been equally insistent on rejecting China’s claims over Arunachal Pradesh, but Mr Modi is eager to burnish his nationalist credentials in the run-up to the election to be held within three months.

印度执政党国大党(Congress party)过去同样坚决拒绝中国对阿鲁纳恰尔邦的主权声明，但在大选日期距今不到3个月之际，莫迪急于打磨自己在民族主义方面的信誉。

Sanjaya Baru, director for geoeconomics and strategy at the International Institute for Strategic Studies, a global security think-tank, likened Mr Modi to Shinzo Abe, the nationalist Japanese prime minister whose goals include economic revival as well as pushing his country to stand up to an increasingly assertive China.

全球安全事务智库——国际战略研究所(International Institute for Strategic Studies)的地缘经济与战略主管散嘉亚•巴鲁(Sanjaya Baru)将莫迪与日本的民族主义首相安倍晋三(Shinzo Abe)相提并论，后者的目标既包括经济复兴，也包括推动日本在日益强势的中国面前站起来。

“Modi would project himself as a more nationalistic leader, just in the way that Abe does,” said Mr Baru, adding that Indian foreign policy under a Modi government would probably not be fundamentally different to that of Manmohan Singh, the current Congress prime minister.

巴鲁表示：“莫迪会将自己塑造为一个更加民族主义的领袖，正如安倍所做的那样。”他补充表示，莫迪政府的印度外交政策或许不会与现任国大党总理曼莫汉•辛格(Manmohan Singh)有何本质区别。
