国务院法制办就《全民阅读促进条例》公开征求意见

The Chinese government has publicized a draft ordinance promoting "reading for all," a move to create better reading habits among the population.

为了培养国民更好的阅读习惯,中国政府近日发布了《全民阅读促进条例(征求意见稿)》。

The draft ordinance released by the Legislative Affairs Office of the State Council states that governments at or above county level should incorporate reading programs into their economic and social development plan.

根据国务院法制办的该意见稿,县级以上政府应将阅读促进工作纳入本级经济和社会发展规划。

A national survey by the Chinese Academy of Press and Publication showed that Chinese read 3.26 e-books and 4.58 paper books on average in 2015, compared with an average of 16 books in Europe and the US.

中国新闻出版研究院的一项全国性调查显示,2015年国人平均阅读3.26本电子书、4.58本纸质书,而同年欧美国家人均读书量达16本。

Many major developed countries have already resorted to legislation to boost reading.

许多主要的发达国家已经通过采取立法来提高阅读量。

The United States introduced the Reading Excellence Act in 1998 and the No Child Left Behind Act in 2002. The Republic of Korea and Japan have also introduced laws to promote reading.

美国于1998年颁布了《卓越阅读法》,此后又在2002年颁布了《不让一个儿童落后法案》。韩国和日本也为了提高阅读量而实施了相关法律。

It encourages schools and academies to open their libraries to the public, and calls on brick-and-mortar bookstores to reserve reading space and organized reading for customers.

意见稿鼓励学校和科研机构向公众开放图书馆,呼吁实体书店留出阅读区并组织顾客阅读。

In addition, poor, remote and border regions, as well as those inhabited mainly by ethnic minority groups are expected to see special support.

此外,贫困地区、边疆地区以及少数民族聚居地有望获得特别扶助。
